same issue here using 8.10/Kubuntu

On resume from suspend, no network devices are present. e.g running
ifconfig shows no device.

Running "sudo /etc/init.d/networking restart" does not bring the device
back, I have to killall NetworkManager then start NetworkManager again.
The device then appears in ifconfig and knetworkmanager reconnects after
a pause.

Doing:
/etc/pm/config.d/local:
SUSPEND_MODULES="forcedeth"

Makes the network come back on resume, although I'm not using the
forcedeth driver:
