This issue does not affect a Guest session or a new user. I have changed the Keyboard shortcut for opening the default mail client and have cleaned up a few packages I no longer needed and the issue is now gone. If you can instruct me on how to reset Keyboard shortcuts to default, I can test to see if this is still an issue.
