I'm on Edgy, with the same problem, and not only in Konqueror. Also "kdesu Kate" and "K-Menu -> System Settings -> Administrator Mode" fail. I *think* this happens after using 'Administrator Mode' button in system settings - it works the first time, but sometimes after that it does not work a second time and neither do the other apps. A restart solves the problem.
