Thanks mc2008 - I just set up a VNC server with the instructions you
provided, and I can verify the behaviour you see. As suspected, this is
just because you aren't on a local console, and PolicyKit is behaving as
expected with the default policy shipped with Ubuntu.
So, I'm going to close this bug as invalid. Thanks for helping out.
