I've emailed Mark Shuttleworth about the Ubuntu policy aspects of this debate and he contacted Matt Zimmerman about it. Matt replied to me with this:
"These two issues [avahi by default and avahi init not working] are not in fact separate; they have a causal relationship. The reason why the init script does not work as expected is that avahi is disabled by default. We intend to change that, and both of your concerns vanish in one fell swoop."
