I have the same problem with HP TC1100 and can give some additional information.
1. This is caused by the update from Hardy to Intrepid, kernel 2.6.27-8-generic
2. /sys/power/pm_test succeeds up to core
3. The computer hibernates fine but doesn't come back. I debugged the boot 
process and found out that the disk image is loaded into memory but the thaw 
stops after the message "disabling non-boot CPUs". It seems that the kernel 
mistakenly disables the only CPU (TC1100 is a non-SMP system).
