Here are some additional observations about the problem:

The screen capture in the Network Settings, Help, Getting Started screen
also does not have "activate" and "deactivate" buttons shown.
Apparently this must be an intentional change from 6.06 Dapper Drake...
BUT, the screen capture is still different than the actual Network
Settings box displayed on my computer.  First, it shows 2 icons next to
the Location box: a "+" and a "-".  mine shows 3 icons: a disk, a paper
shredder, and a grayed out check mark.  Secondly, the check boxes are
different:  it shows either a check mark, or a "-",  mine shows either a
check mark or an empty box.

What is really bizarre is that in my experimenting: checking and
unchecking, higlighting and unhighlighting in the Network settings box,
suddenly a small "activating network interface" box will pop up.  After
a little while it will dissappear, but nothing will be activated - nor
will I get an error message.  I cannot duplicate this consistently, so I
don't know why or exactly how I get this little dialog box to pop up.
