This also depends on how many frames (Emacs terminology for what we usually call windows) you have open. If you open a second frame with C-x 5 2 you get the file name in the title bar of each frame, whereas if you have only one frame, the default is the behavior you describe. But it's not a bug, it's designed this way, and has been for at least several major versions of Emacs.
I suppose one could argue about whether perhaps Ubuntu should change the default to what you expect, although I don't really see why. A lot of users are accustomed to, and expect, the current default behavior.
