Actually, it's not as obvious a bug as I for some reason thought. Just
preseed pkgsel/install-language-support=false (which server installs do
do now, so bug 67960 is more relevant, being about the netboot case), or
answer no to the "Download language support?" question.

We've had this discussion before. :-) I'd like to make pkgsel smarter
about this to simplify the required preseeding, but I think preserving
certain desirable UI properties (like avoiding asking questions in the
middle of long download and install processes) will require moving the
language pack/support logic into tasksel, which will take a reasonable
amount of effort.
