yes I agree that php-ssh2 is buggy and a lot of it's functionality does
not work properly.  But it is possible to work around these issues.  I
don't see how the bugs in ssh2 affect the ability to create a package
for it.

I do use php-ssh2 extensively with the php-cli on MS Windows.

Since my php app is designed/intended to be cross platform I really need
to have ssh2 on Ubuntu as well.  Otherwise how can I extol the virtues
of Ubuntu??

Eh Gad, how can it be that Ubuntu can't run php as well as it runs on
Windows!?!?
