Well, I have the exact opposite problem now. If power saving and the kscreensaver are enabled, the screensaver runs forever, and ANY of the power saving options don't work. Disabling the screen saver and using just power saving works.
Seems like this issue was over-corrected. I would lean towards an issue with kscreensaver ... my machine at work runs intrepid + xscreensaver and DPMS works as expected.
