After updating to 8.10 with 2.6.27-7 I'm still having the same behavior on my Optiplex GX620:
Grub launches. "Starting up" or something like that flashes in the upper left very quickly. A '_' blinks in the upper left corner. Nothing else ever happens. If it's pertinent, tapping the power button powers down the system instantly (as opposed to slowly shutting down, or having to hold it in for a hard power-down).
