There seems to be  a simple way to fix the issue with resolutions. I
don't know if there is something similar for the rotation issue.

The xorg.conf file had entries only for the 1400x1050 resolution
I added one for 1280x1024. Now after resume, I can change resolutions using 
xrandr

                Depth           24
                Modes           "1400x1050" "1280x1024"
EndSubSection

I did not touch the xorg.conf file after the breezy->edgy update. So
either the file was changed during the update or not having the
1280x1024 resolution did not cause this problem in breezy
