Further experimentation shows that the problem wasn't this driver, but incomplete removal of the proprietary driver. Purging the package is not enough. I also ran "/usr/share/ati/fglrx-uninstall.sh". I also had to make sure I removed a bunch of cruft from /lib/modules and from the various DKMS directories.
I now have driven a stake through the heart of and removed the bleeding corpse of the ATI proprietary driver. I hope I got it all: it's like a cancer and may return. In any case, the screen saver and power management both now work correctly. You might want to re-assign this to the proprietary driver folks or the DKMS folks.
