I have the same laptop.
With usplash disabled as well as with enabled, the black screen occurs and the 
machine completely freezes and it's impossible to continue the installation. 
The problem is the openchrome video driver which Ubuntu tries to use for this 
laptop. The only way to install Intrepid is to use the alternate CD or prevent 
LiveCD from running X, manually set the driver to vesa and then run X (I don't 
know how to do it).

In Hardy (and possibly with previous releases, I haven't tried) there
was no black screen before installation. I was able to install Hardy
successfully (but the resolution was too high: I think it was 1440x960
and the nominal for La1703's panel is 1280x800 and it was impossible to
change it without hang) and when system tried to kill X and reboot after
installation, machine friezed but after that it was possible to boot the
system from hard disk, set X driver to vesa and work on Ubuntu without
any problems.

If the problem will not be solved, I think that 9.04 should use vesa
driver (and 1280x800 resolution!) on this laptop (Fujitsu-Siemens Amilo
La1703).
