I've had the same problem, but I found a solution.

On installation, Ubuntu just puts in the default config file for privoxy
without setting it up.  Go to http://www.torproject.org/docs/tor-doc-
unix.html.en and go to the instructions for Step Two to set up the
privoxy config file.  After testing it in the browser, it works like a
charm.
