This seems related: I'm running 8.04.1. After each restart caps lock acts as caps lock. I go to Preferences->Keyboard->Layouts->Other-Options->Ctrl key position and find that "Make CapsLock an additional Ctrl" is highlighted. I select some other choices and re-select "Make CapsLock an additional Ctrl" and my caps lock is now a control key.
