To reproduce:
Run System Settings->About Me
There, either:
  1. Edit text area for Name etc. and press apply and add password to the 
kdesudo window. It then shows an error message: Permission Denied
  2. You may either just click on the blank button to change account image. It 
prompts that "Your administrator has disallowed changing your image"

Clearly, a permission issue.

Notes:
Output of executing systemsettings from terminal is attached -- CLI.txt
Refer to last 4th line of output in CLI.txt -- It shows "Needs root privs: 
false"
This should be set to "true" instead (as for example, this is set to true when 
selecting Login Manager in System Settings.
