You have been subscribed to a public bug:

after upgrading to 8.10 (amd64), the existing eintry for the external program 
lame no longer works.
LAME is still installed and can be called from command line, but the call from 
k3b  produces the error attached in the image k3b_lame_err.png.

I use the settings
lame --vbr-new  -b 48 -B 96 --tt %t --ta %a --tl %m --ty %y --tc %c - %f
which worked perfectly with kubuntu 8.04.
