Well the "trick" It work for me, or maybe I should say part of the trick.
I made backup of two files - 
60-persistent-storage.rules
40-permissions.rules
then I edited
/etc/udev/rules.d/60-persistent-storage.rules
I changed line 59
to looks like this:
ENV{DEVTYPE}=="partition", IMPORT{program}="vol_id --export $tempnode"
I've just added 
ENV{DEVTYPE}=="partition", 
and it works, amazing
on kubuntu 8.10 Linux skynet 2.6.27-7-generic
