just wanted to confirm this bug as well. also i'd like to add that this only happens (at least with me) when i switch on any kind of compositor (both xfce-builtin or compiz) and only in combination with the skype- trayicon (no probs with any other apps).
sometimes it helps to restart skype to temporarily fix the bug.
