I'm not sure I understand you correctly. Your original description says
that the panel fails to load. But you now say that you click on
Applications -> Accessories -> Panel. To be able to do this, the panel
must already be loaded.

If this is the case, then the behaviour you describe is correct (you see
the startup notify, but nothing else happens because the panel is
actually already loaded). The Applications -> Accessories -> Panel menu
item is hidden by default, and there is normally no need for you to show
and use this menu item.

If you want to add applets such as date/time to the panel, then right
click on empty space on the panel, and select 'Add to Panel'.

Can you confirm that I've understood you correctly? If so, then there is
no bug here.
