I can confirm that the behaviour of Konqueror in KDE 4.1 in Kubuntu 8.10 is the same as described in the first post of this thread. Files copied via SSH in Konqueror from a remote machine to the local machine retain their original creation dates. Files copied via SSH in Konqueror from the local machine to a remote machine have their creation dates set as "today".
This is a serious issue when working with files such as photographs with no exif information, as the date can be critical in certain applications.
