I see this too running Kubuntu 8.10 and on both Nvidia(Dell 9400) and Intel chip(Macbook).
I succeded in making a screenshot of it, which I have attached. The screenshot shows it bug when I opened a new opera instance, but it occurs very often on with drop down menu's and the like as already mentioned.
