This appears to be a problem arising from when python-setuptools is installed 
as a dependancy. I don't know why this should be (I don't understand the inner 
workings of the deb format particularly well.
Steps to reproduce-
Install a package which requires python-setuptools (In my case, this was the 
current release of Deluge), where the system does not have this package 
installed.

Fixing it-
Very simple fix actually-
sudo dpkg -r python-setuptools && apt-get install python-setuptools
