I can confirm this bug. Increasing the shadow radius makes the step more obvious.
Also, when the shadow radius is sufficiently large, the top and bottom shadows disappear. The shadow radius where this occurs depends on the size of the window. Try it with max radius, and you'll see it occur for every window. I've also noticed that the step disappears when zooming in on the step using the Enhanced Zoom in Compiz, only to reappear when zooming back to normal.
