I tested it some more last night( pci=routeirq) and the mouse does freeze after a certain amount of time so this isn't really a solution.
I have a usb hub that is not self powered and I have had same result using the non-self powered usb hub as with using the pci=routeirq boot option. I'll keep looking into it and post another response if I find another possible workarround.
