It seems not.
At least, in sources (look here: [path for sources of 
network-manager-gnome]/src/connection-editor/main.c), in lines 95-107 are 
conditions for only single-instance launching of applet, and output of that 
string "Could not acquire the NetworkManagerUserSettings service as it is 
already taken".
Also, I confirm that there wasn't such bug in hardy (but it was 0.6.6 version 
of NM, instead of 0.7 in intrepid)
