Gosh!! I was being driven crazy by this bug! On my laptop with nVidia GeForce8400M GS this happens randomly at bootup, shutdown, while entering suspend and simply logging off and on. Since this happens also in occasions other than bootup and shutdown I guess it is not so tightly related to the usplash module.
This always happens with restricted 'nvidia' drivers, always with version 177, seldom with 173.
