It's definitely not the bug you suggested, cro. I've cleared my dkms tree and made a clean install of fglrx. I still have the same issue.
I've provided my Xorg.0.log with ubuntu's default xorg.conf and fglrx installed, my Xorg.0.log with 'Driver "fglrx"' line added in 'Section "Device"' in xorg.conf and my current xorg.conf (with fglrx disabled - just invert the comments in Section "Device" to get my xorg.conf configuration which generated the second mentioned Xorg.0.log). Difference is now that lsmod | grep fglrx showed that fglrx was loaded but not in use.
