the reason why vpn is only recommended is in the
description:

others complained they don't need vpnc.
Formally depends is wrong, and recommends is right.

Maybe

Depends vpnc | openvpn | ...

or kvpnc-cisco pkg?

is a better compromise?   bugs.debian.org contains surely
also some reports about  depends/recommends ;)
