OK, strangely the image converter options have now appeared. I am not sure what happened (many reboots later) - I did not notice exactly when, but after filing the bug report and reading around, particularly about the post-install script, I reinstalled image-converter via Synaptic and the options now appear in the context many on right click. So far so good. So this bug can be closed, since I can't reproduce it or do anything else with it any longer. The "set as wallpaper" option has also appeared now. However, the script collecion is still missing.
