Ooops, my mistake, I've forgot an option.

We need to find out why you're not permitted to create files in /etc :
- Are you root and do you have superuser privileges when you run the upgrade
- Could you please provide the output of the following command ( don't forget 
the -d option):
sudo ls -ld /etc
sudo lsattr -d /etc
mount
