I installed the Intrepid RC. The sync to vblank setting was still off by default. I still see the tearing artifacts. Enabling it still fixed the problem (I had to manually set my refresh rate as well).
A screen shot looks similar with the setting on or off, even though enabling it significantly improves the visuals for me.
