That is expected behaviour. Quanta is not yet ported to KDE 4, so it is not part of the kdewebdev-kde4 package. The kde meta package however is supposed to install the most recent K Desktop Environment, that said, Quanta is not part of the most recent versions, and the KDE 3 version conflicts packages which are dependency of the kde metapackage.
Anyway, I thin the original problem is caused by kfilereplace/klinkstatus not having a replaces/conflicts on the -kde4 packages (thus apt-get refuses to replace -kde4 with the non-kde4 ones). I guess we should target a stable release update if this is really the case.
