Thank you for taking the time to make Ubuntu better and reporting this problem. Unfortunately this is normal behavior when update/installation process was interrupted. Please run "sudo dpkg --configure -a" in terminal emulator (to get the terminal press Alt+F2, and then type gnome-terminal, and hit enter). After that your problem should be fixed.
