I can confirm this bug. I did a clean edgy install couple of weeks ago. Update-manager informs correctly about new packages, but when I click install packages it just examines, last thing it prints is Reading state information and then goes back to shot the upgradable packages. To console it prints:
$ sudo update-manager warning: could not initiate dbus And when I click install packages: could not send the dbus Inhibit signal: Did not receive a reply. Possible causes include: the remote application did not send a reply, the message bus security policy blocked the reply, the reply timeout expired, or the network connection was broken.
