In Intrepid Ibex after last update this bug is also present. In user enviroment (user session) i'm can't charge layout to Russian (before update layout switching manual/automatic (by GxNeur) work correct) by pressing Ctrl+Shift or by mouse using XNeur (gxneur) switch (gxneur auto switching mode also not work). In Gnome configuration layouts configured (usa and russian). Root session not tested.
