Thanks for the idea. I tried it, but still had the same issue. I also
tried disabling the modules via acpi-support too, just in case it was
still being parsed for some reason. My syslog seems to suggest the
modules are being unloaded, but the power to devices is not cut off.
Interestingly, the first time I suspend from a fresh restart it works
perfectly. Every suspend after that though I have the problem.
