I'm seeing similar issues on my XPS M1330 - the CPU fan remains on
almost all the time, though it tends to pulse on and off sometimes. It
always starts up initially around when gdm loads.

The laptop's thermal conditions are quite normal and the cooling system
has just been dusted. It runs without fan issues under 8.04 and under
Windows. CPU temperature tends to stay around 41 degrees according to
/proc/acpi/thermal_zone/THM/temperature .

I first noticed the problem after an update while running 8.10 a couple
of weeks ago. It started immediately after rebooting into a new kernel.
I can't, unfortunately, be more specific as at the time I just thought
the cooling vents might be clogged.

The BIOS revision is A06. I'll be updating it shortly and we'll see if
that has any effect, however there's clearly some issue that's new with
Hardy and my experience matches the original reporter's very closely.

I've booted 2.6.27-2-generic, the oldest Ubuntu kernel I have on hand,
and it also exhibits the problem, so the change that triggered the issue
must've been in an earlier kernel or have been somewhere in userspace.
I'll try to find out what I can.
