i see the following problems with this proposal: a) wasting developer resources trying to decide what else to put in the dvd to fill the space b) with the increasing adoption of live usb sticks, filling the 4.7GB of a dvd would prevent users from using a 4GB stick for a liveusb c) additional load on the ubuntu download servers
i really think this is a well-intended but bad idea...
