This may be the same problem as bug #155219: wifi power indicator doesn't display states (always indicates wifi power off) reported on a couple Dell laptops. The Dell laptops use Fn+F2 hotkey to toggle radio power and wifi indicator lights are green when wifi is on and dark when it is off, but the operation and problem are otherwise the same.
