I have now isolated the problem to my home machine running both the server and client under ubuntu/edgy and totally unrelated to debian. It has the same problem, so I design a test backup with only 3 small filesystems. The test is designed to create a level 1 backup, but each time a failure in the planner occurs and forces a level 0 backup for all filesystems. This is not acceptable (to have level 0 backups all the time for every filesystem will not be possible).
I have found a tar error message deep down in the debug log files that may be the cause of the problem.
