Public bug reported:

When I have two Gnome panels at the top of the screen, one above the
other, they will always change their order after logging out and logging
in.  So the first bar will be second from top after logging back in.
This is very annoying if the panels are locked down, because then they
have to be unlocked, moved, locked again.

In addition the icons on the right of the panels often lose their order
of appearance.  Even when locked down.  So they have to each
individually be unlocked, moved, then locked again.  Well now there is
no point in locking them at all due to this bug.
