The reason that this happens is that the FUSA applet is a menu while the other applets are using buttons. While I do believe that you are correct in saying that it is wrong, it would require a major overhaul of the applet to be able to do that. Either that or have themes render their menus differently.
Considering that the applet is deprecated upstream, I seriously doubt that this will ever get fixed.
