I just encountered the same bug. Note that it's libnotify1 which is already installed. There's no package named libnotify at all. I can confirm that XChat asks for libnotify instead of libnotify-bin. The right package (libnotify-bin) is listed in the dependencies, but most users (especially who use Add/Remove Programs instead of Synaptic) won't be able to find this information. It's probably best to install libnotify-bin when XChat is instaled through Add/Remove Programs, and if not, correct/improve the error message so the user has a way to fix this problem.
