Attached here is a 14MB OGM movie section.
It has DUAL AUDIO stream (which is not important to this bug), but it also has
a SUBTITLE stream in SRT format.

To reproduce the bug:

Load the movie as normal in MPlayer, click with the right mouse button
and then select SUBTITLES -> TRACK0. The embedded subtitles will be
displayed. Now try to ajust its timing with 'z' or 'x' and you will see
that there is no change. There is also no change if you load the movie
using the option -subdelay.

Also attached are THE SAME SUBTITLES, extracted with ogmdemux.

To load the extracted subtitles first be sure that the embedded one is
turned off... and then click with the right mouse button and select OPEN
-> LOAD SUBTITLE. The external subtitles will be displayed. Try to ajust
its timing with 'z' or 'x', or using the option -subdelay, and see that
everything will work as it should.
