That is not the case. Your problem is that you only have the boinc-manager package installed and not boinc-client. Since the BOINC Manager is able to monitor remote hosts, it is not needed that the BOINC client runs on the same host as the BOINC Manager, and therefore the boinc-manager package does not depend on the boinc-client package.
