finally I have found the way how psmouse rate can be changed during boot up in ubuntu:
open /etc/modprobe.d/options and add line options psmouse rate=40 -- touchpad kills keyboard and itself https://launchpad.net/bugs/45474 -- ubuntu-bugs mailing list ubuntu-bugs@lists.ubuntu.com https://lists.ubuntu.com/mailman/listinfo/ubuntu-bugs
