The language packs for most/any languages do not fit on the CD nowadays.
The language support is downloaded from the Internet during of after the
installation, but not before it.

The case before was probably that German support used to partially fit
on the CD. It did even for Finnish back in 6.10 days. Nowadays there are
just some hard-coded translations and the installer translations
available.

You may download the DVD to have all language support included.

I agree that the menu titles (Applications / Places / System) would be
nice to have translated to each language, since it would improve the
situation a bit. I don't know how technically feasible that is to do.
